30.10.2012 · Einer der größten Hilfseinsätze der EU hat nach Auffassung des Europäischen Rechnungshofs nur bescheidenen Erfolg. Im serbischen Norden des Kosovos, in dem es immer wieder zu Unruhen kommt, habe es nahezu keine Fortschritte bei der Einführung eines Rechtsstaats gegeben, heißt es in einem Bericht.

Vorige Woche kam es in Prishtina zu Ausschreitungen gegen die Gespräche zwischen dem kosovarischen Ministerpräsidenten Thaci und Serbiens Ministerpräsident Dacic
Der Europäische Rechnungshof hat ein vernichtendes Urteil über einen der größten und teuersten Hilfseinsätze der EU gefällt. Nach fünf Jahren europäischer Unterstützung seien beim Aufbau von Polizei und Justiz im Kosovo nur bescheidene Erfolge festzustellen, heißt es in einem Bericht, der am Dienstag in Luxemburg veröffentlicht wurde. Das Ausmaß von organisierter Kriminalität und Korruption bleibe hoch. Die Justiz leide unter politischer Einflussnahme, Ineffizienz, mangelnder Transparenz und Durchsetzung. Im serbischen Norden habe es nahezu keine Fortschritte bei der Einführung eines Rechtsstaats gegeben.
Im Verhältnis zur Einwohnerzahl ist das Kosovo der größte Empfänger von EU-Hilfen. Nach dem Ende des Abspaltungskrieges von Serbien im Jahr 1999 hat das heute unabhängige Land bis 2007 3,5 Milliarden Euro ausländische Hilfe erhalten, davon zwei Drittel aus der EU. Von 2007 bis 2012 betrug die EU-Hilfe weitere 1,2 Milliarden Euro. Die Rechtstaatsmission Eulex, seit Dezember 2008 im Land, ist die größte zivile Krisenbewältigungsoperation, die die EU je unternommen hat. Sie hatte in den vergangenen Jahren meist etwa 2500 Mitarbeiter.
Die EU-Mission war nicht in der Lage, die Unruhen im Norden zu bekämpfen
Kritik an der Arbeit von Eulex ist immer wieder geäußert worden. Zuletzt war man in der Nato verärgert, dass die EU-Mission, zu der auch Bereitschaftspolizisten gehören, nicht in der Lage war, die jüngsten Unruhen im Norden zu bekämpfen. Der Bericht des Rechnungshofs ist nun die erste umfassende externe Bewertung der Mission, in der europäische Polizisten, Richter, Staatsanwälte und Zöllner den Rechtsstaat im Kosovo voranbringen sollen.
Der Rechnungshof kommt zu dem Schluss, dass die Mission nur beim Zoll einen nennenswerten Beitrag zum Aufbau einheimischer Kapazitäten geleistet hat. Der Hauptgrund für die begrenzte Wirksamkeit der EU-Hilfe seien die besonderen Umstände des Kosovos. Die Behörden des Landes mäßen der Rechtsstaatlichkeit nicht genügend Priorität bei. Auch die Zusammenarbeit mit den Vereinigten Staaten, dem größten bilateralen Geber des Kosovos, sei schwierig. ….

Albania Opens Its Doors for Organ Trafficking Probe
The government approved on Wednesday a bill, giving unprecedented access to its territory to a EULEX team of prosecutors, investigating allegations that the KLA harvested organs of Serb war prisoners.

Speaking during a cabinet meeting Prime Minister Sali Berisha said that the law that would soon be sent to parliament, gives the EULEX special task force on organ trafficking, all the means for a full investigation on the territory of Albania.
We bestow our full trust on the team and with this law we create the necessary legal framework to ensure our full backing, Berisha said, adding that the EULEX special prosecutor will have the power to search even alleged mass grave sites.
We are outmost interested that these allegations are investigated with absolute seriousness, he added.
Dick Marty, the human rights rapporteur at the Council of Europe, released a report in December 2010 linking former Kosovo Liberation Army, KLA, fighters, including Kosovo Prime Minister Hashim Thaci, to organised crime and accused them of harvesting the organs of Serb prisoners and others in Albania.
Kosovo and Albanian authorities have denied the allegations and have agreed to participate in the international investigation into the claims.
The bill, drafted jointly by Albanias Ministry of Justice and EULEX, follows a visit in January in Tirana of John Clint Williamson, the US prosecutor leading the investigative task-force into the allegations presented in Martys report.
If passed the law will give sweeping powers to the EULEX task-force to call witness and search premises on Albanian territory, through mutual legal assistance requests.
The task-force will have the right to hear witnesses, experts and persons charged in Albania; inspect premises, take evidence and get a hold of any materials that it deems important to investigate and prosecute, the bill reads.
The task-force will cooperate in the investigation directly with Albanias general prosecutor, while all the authorities involved will be mandated by law to safeguard the confidentiality of the probe.
The law spells out that local authorities cannot refuse to cooperate with the task-force with the excuse that the crimes under investigation are political in nature.
All the members of the EULEX task-force in Albania will enjoy diplomatic immunity as well as their premises and vehicles.
Even witnesses or people of interests called by EULEX to give evidence will enjoy immunity from prosecution during the investigation period.

Von den bisherigen über 10 Milliarden der Aufbau Hilfe ist im Kosovo Nichts angekommen, sondern die Politischen Strukturen haben sich nur selbst bedient und u.a. das übliche Mafia Import- Export Monopol mit den kriminellen Clans errichtet. Die Justizministerin Kelmendi, hat Alles unter Kontrolle, um ein Milliarden schweres Vermögen an Immobilien und Wirtschafts Monopolen zu errichten! Der Mafia Clan der Kelmendi, ist Langzeit Partner des Osmani Clans in Hamburg und Deutscher Politiker.
Deutsche Wirtschafts Förderung bedeutet, wie leicht zu erkenen ist vor allem: Förderung des Drogen Absatzes nach Europa und Bestückung mit Sex Sklaven der EU Bordelle, damit auch weiterhin Politiker wie Michael Friedman gut versorgt werden auch mit Koks durch die Albaner wie Joschka Fischer.

Ein früherer Kommandant der Kosovo-Friedenstruppe Kfor sprach indes der Eulex in einem Interview mit der Belgrader Zeitung Vecernje novosti die Sinnhaftigkeit ab. Die UNO schicke schon seit acht Jahren Richter und Polizisten in den Kosovo und habe dabei überhaupt nichts erreicht, sagte deritalienische General Fabio Mini. Die Autorität der Unmik im Kosovo sei praktisch inexistent. Im Kosovo sichere derzeit niemand den Frieden, und auch die EU-Mission könne dies nicht schaffen
